Duties
The incumbent will help manage and implement criminal justice sector reform projects, collaborating with Latvian, Lithuanian, Estonian and other foreign governmental and non-governmental institutions, and by assisting the U.S. Department of Justice Baltics Regional Resident Legal Advisor in developing and delivering substantive training and conducting legal analysis. Additionally, will provide sporadic interpretation/translation services from Latvian to English and must be able to travel frequently within the Baltic region and internationally, including the United States and Europe.

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Qualifications and Evaluations
Requirements:
EXPERIENCE: 

A minimum of three years of experience in analyzing legal issues, preparing, reviewing, and interpreting legal documents or draft legislation is required. Candidates should have previous experience in organizing and planning training programs, courses, or conferences in the legal or justice field.

JOB KNOWLEDGE:
The incumbent must possess an understanding of the legal and criminal-justice systems of the United States and Latvia, as well as of the structure and practices of Latvian prosecution, judicial, legislative, law enforcement, and other governmental agencies. Must also possess an understanding of international and human-rights law. Must have the ability to function effectively in an international, multi-cultural environment. Must be able to communicate effectively orally and in writing. 

Education Requirements:
University Degree in Law.

LANGUAGE: 
Level 4 (Fluent) Speaking/Reading/Writing English is required.
Level 4 (Fluent) Speaking/Reading/Writing Latvian is also required.
