The Northern Dimension Partnership on Culture (NDPC) is an international governmental organization that supports the cultural and creative sector (CCS). Since 2010, the NDPC has served as a regional focal point, connecting policymakers, experts, and practitioners in the field. The NDPCs mission is to strengthen the strategic role of CCS in sustainable development across the region. Currently, the NDPC has 10 member countries, with the Secretariats office situated in Riga, Latvia.

We are offering a position for a Communication Manager to develop and manage the NDPC Secretariat's communication efforts.

The Communication Managers position is temporary for a set period of time. The Communication Manager will be employed on a contract basis for a period of 3 years until September 2027. After this period, the contract may be renegotiated with the possibility of extension.
 
The monthly gross salary ranges from €1,900 to €2,100 depending on experience. The remuneration package includes health insurance after the probationary period.

The Communications Manager, with strong background in communications, public relations, or marketing is an agile expert with the capacity for proactive development of NDPC communications. Additionally, the Communications Manager is curious to stay updated on digital communication trends and incorporate new tools and approaches into NDPC communications.

The main responsibilities of the Communication Manager are:

  • Develop, coordinate, and manage digital communication content for the NDPC in line with current trends and technologies. This includes maintaining and updating the website and social media accounts, ensuring proactive and strategic online communication to enhance awareness of NDPC and its activities;
  • Provide communication-related support to NDPC staff, train and support NDPC interns, and collaborate with partners to plan, develop, and implement project communication strategies, including monitoring and reporting on progress;  
  • Tailor communication messages for various channels and audiences, prepare and distribute dissemination packages and newsletters, and utilize diverse multimedia formats such as photos and videos. Also, produce conceptual designs for promotional materials of NDPC and its projects;
  • Coordinate with service providers for communication activities and assist the team in document preparation;
  • Co-organize and participate in diverse communication events, seminars and meetings in collaboration with project managers and project partners;
  • Collect, analyze, and prepare reports related to communications, evaluate media coverage of the NDPC, identify communication gaps, inform leadership, and suggest solutions;
  • Foster cooperation with stakeholders, government institutions, and other partners.

The Candidate should have:

1. Higher education in a related field, with ongoing professional development;

2. Work experience (3+ years) in digital communication, including social media content creation and management and organizing and technically implementing online events and creating promotional materials;

3. Strong knowledge of public relations and communication best practices, familiarity with regulatory requirements, including copyright laws;

4. Preferably work experience in international organizations and be familiar with the CCS;

5. Excellent command of professional English (both oral and written);

6. Proficient in Office 365, Wordpress, Canva and Google Analytics;

7. Creative, critical and innovative thinking with strong planning and decision-making skills;

8. Excellent communication and interpersonal skills, ability to work effectively both independently and as part of a creative team.
