Duties
Human Resources Assistant manages the recruitment and onboarding of locally employed staff for the assigned vacancies. Develops strategic recruitment practices per local labor market demands and by following Department of State policies and guidelines, and to attract a diverse pool of qualified and capable talent for the U.S. Embassy Riga. Remains up-to-date with Department of State hiring and internship programs. Manages staff awards program.

Qualifications and Evaluations
Requirements:

Prior Work Experience: 3 years of progressively responsible experience in human resources, including experience as a recruiter is required.

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end. 

Education Requirements:
Two years of full-time, post-secondary study in college or university is required.

Evaluations:
LANGUAGE: 

Level 4 (Fluent) Speaking/Reading/Writing English is required.
Level 4 (Fluent) Speaking/Reading/Writing Latvian is required.

Good interpersonal skills. Ability to analyze and interpret qualifications of applicants. Strong decision-making and problem-solving skills. Excellent knowledge of Microsoft office programs and Internet environment. Initiative and ability to work independently. Ability to provide recruitment reports. Ability to design and implement recruitment strategies and detect target applicant pools. Presentation skills.

Knowledge: Solid understanding of Latvian Labor Codes, local HR recruitment practices, and labor market trends. Knowledge of local education system. Knowledge of local taxation and Social Security laws. Knowledge of general HR administration and people management.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Riga, may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
